Watts are a measure of energy consumed, not brightness!
Brightness is typically measured in lumans or foot candles.
So if you own a 100 watt light bulb and you have it on for 730 hours (i.e., all month) you would consume 73 kWh.
You can see that we are now dealing with Kilowatt hours which is what you get charged for on your electricity bill.
The lower the watts on the bulbs you use the lower your electricity bill!
