Exporting more electronics?

With all the bad press about electronics recycling in China causing soil and groundwater poisoning, if I am a consumer who has an old computer and printer to get rid of, how can I be assured that the organization through which I want to recycle will recycle these electronics responsibly?

    Individual consumers need their state governments to issue RFPs (request for proposals) to hire companies to provide the service and to monitor the company's work. It is very possible to export responsibly, and it is very possible for overseas companies to take apart the electronics they (already) manufacture, but it is just about impossible for an individual consumer or participant to vet the company. State contracts can concentrate enforcement, and civil law (the state attorney general's office) is a better enforcement tool than a "Pledge".

    There have been a lot of "Electronic Recycling" events popping up lately. "Come drop your old electronics off with us this Saturday" kind of notices. How do I know which ones are going to handle my old electronics responsibly? Is there a certification I should look for?
