Building a Recycling Station for an Elementary School Cafeteria

I'd like to build a recycling station for my son's elementary school cafeteria. Well, not me really, but possibly get one of the local eagle scouts to build it. I need some advice on the features the recycling station should have,construction tips, estimated cost, etc.  This picture is representative of what I'm thinking about.
